Keep ice lower just for lvl 1 snow shield. It will still take 20% dmg off you and you won't run out of mana. With new archers skills and fire + buffs you are going to kill fast enough that you don't need to frost status.

So if you don't get the imbue the only other real benefits are the defense buff and passive. But for it to me even remotely effective you need to max ice. Even then it is only going to give you like 80 some more defense. In the big picture its not very much. So keep ice just for the snow shield.

Go fire, get the imbue, dmg buff and passive. Also get the fire shield if you want immunity. There are way more benefits to go fire imo.
