operation could not be carried out!

i was playing silk road and when i went to use the teleport thing in jangon to teleport to down hang it said operation could not be carried out

and i kept trying for abou a week and it kept saying that so will somone please tell me whats happened?

you must have a quest that requires you to travel on foot.
just finish or abandon it
