Where in Europe can I leave a guild?

My friend invited me to join his guild, so I want to leave mine to join his. Where in Europe can I go to leave? I can't seem to find the guy in Constantinople.

If it's possible ask someone with the ability to withdraw to kick you from the guild when you're offline. That way you won't have to wait 3 days to rejoin a guild.

I would, but most of the guild is on at a completely different time to me. (like, 3AM my time)
