AFAIK you can't try and + a 400% repair item ... right ?
Or can you use those honor stones for it ?

AFAIK you can't do ANYTHING to a 400% reduce item... ie: repair/+/blue etc etc. So my questions was .... how did it get that extra reduce ?
I added as a solution .. possibly he added a honor stone which voided the 400% reduce and made it possible to alchemy it.

It should maybe be possible that that shield was +6 and the staller tried +7 it and fail? or something else?

Repair invalids should always be som+7 or better. Then it's like an event item~ish thing, you get it as a drop, and you get to use a badass weapon for a while... Then it's over.
