PVE would be best with pure int or light int hybrid, unless you lag a whole lot and will die constantly. Grind with nukes that do splash damage is extremely effective, or just 1 hit everything.
PVP, its hard to say since there arent any fully farmed 70:70 sword users in good gear(that I am aware of). The balance has been proven effective for spear and bow. The issue with sword is weapon skills are on the weak side (thats the trade off for having the honor to carry a shield).
Logically if a str blader has a chance of killing someone then 70:70 definetly can kill someone.
It has been shown that 70:70 with snow shield can tank like an str character, while dealing more damage then an str character.
The question is can you handle the 1min cool down time? Especially with euros who can sneak up on you, what if you don't have time to activate the skill.
Just remember hybrids don't show there true potential till higher lvls. My bower who is 70:70 didn't get strong in pvp until around lvl 52-55.
Oh and yeah it does depend on what you prefer lol, this game is surprisingly balanced between builds.

Very roughly a 70:70 sword users nuke would hit only a little harder then a knockdown. Basically nukes would only be used as an opening move since they don't give good status, and they can't crit. They would be used for grinding, the splash really helps, and you will be able to tank multiple mobs.
I do think snow shield is mandatory. Though I rarely use it at the beginning of the fight unless, i know i am going to loose without it.
Yeah it would be blader style fighting. "Blader on Steroids"
I don't remember Undutchables video, but he has extremely good gear, and you don't know what his opponents lvl and gear was, or how much editing he did. Gear makes you godly in this game.
Oh and using a blade wouldn't hurt you much, nukes would be weaker and perhaps non crit hits, but crits would be stronger. You would be surprized how many people hate fighting bladers, its a psychological thing.
High crit weapon is mandatory.
